Roster of experts

The objective of this call is to set up a preselected roster of external consultants that will be contracted to provide expert service on facilitation, training and/or workshops on demand basis, depending on the thematic needs arising from the Offices/Divisions/Sections of the Court. Participants may include senior managers, line managers and staff depending on the needs of the service.

In this framework, a roster of experts is created within and will be maintained by the HR Organizational Development Unit. When training/facilitation needs are relayed to the HR ODU, a consultant who may have the best match of expertise to the subject will be presented to the requesting Office/Division/Section and proceed with its own contractual process under a consultancy service.

Application Procedure

  • Consultants should provide a typical daily consulting fee. Please note fees will be negotiated on an individual assignment basis taking into consideration the scope of the assignment and available funding.

Organisational Context

The Human Resources Section (HRS) provides a unified and coordinated approach to HR matters across the Court and carries out all human resources activities in an efficient and timely manner whilst serving as HR advisor to management within the Court.

The Section is one of five sections located in the Division of Management Services. The other four are the Budget Section, the Finance Section, the Security and Safety Section and the General Services Section. The Division also includes an Occupational Health Unit and an SAP Team. Human resources management is a shared responsibility with line managers and the HR Section’s aim is to be a trusted provider of a variety of centralized policy, advisory and administrative services for the Court, its managers and staff. These services include strategic workforce planning and organizational design, job designs and advertisement, recruitment and on boarding, administration of salaries (payroll), entitlements and benefits (including health insurance and pension contributions), career development and succession planning, performance management,

learning and development and HR policy matters and staff issues or conflicts.

The Section consists of two units: the HR Operations Unit and the HR Organisational Development Unit. The HR Operations Unit’s programme of work is all operational aspects of the Section, from recruitment and on boarding to the administration of salaries, benefits and entitlements for staff members and non-staff (including judges, interns and SSA consultants and contractors).

The HR Organisational Development Unit (HR ODU) is in charge of devising strategies, programmes and policies to ensure that the Court hires and develops the right staff and thus maximizes the return on investment in human resources. Particularly, this includes an organization wide role in relation to strategic workforce planning, talent management, organizational design, leadership development, staff training and learning and development programmes and activities and performance management.

The subject roster of experts is created within and will be maintained by the HR Organisational Development Unit.

In the framework of roster of expert, the topics which may be required for such service are listed below but not limited to the subjects referred to. Candidates are invited to present topics/areas that they are able to offer services, should the list below not mention ones.

A consultant performing the role of facilitator/training facilitator plays a crucial role in a requested mode of learning environments e.g. face-to-face, online and/or blended. Their primary function is to guide learners, foster discussions, and encourage deeper exploration of topics according to the goal, subject and the learning group.

  • Guiding Discussions: Facilitators act as “guides on the side.” They lead activities, encourage participation, and prompt learners to explore topics more deeply.
  • Optimising Learning Processes: create insightful discussions, foster knowledge sharing, and help learners learn from their experiences.
  • Roles of a Facilitator:
    • Agenda Setting: Facilitators establish the session’s purpose and learning outcomes in collaboration with the respective focal point.
    • Guidance: guide learners toward achieving those outcomes.
    • Task Management: manage activities, breakout groups, and learning techniques.
    • Motivation: motivate learners to actively participate.
    • Emotional Culture Management: handle disruptive behaviour, mitigate conflicts, and encourage alternative thinking.
    • Reporting of the session and Evaluation

Required Qualifications:

Education:

A first level university degree in the area relevant and/or related to the subject of the services. Formal education in the relevant field to the service to be provided is desirable.

Experience:

A minimum of seven years of professional experience in human resources management (organizational design or related subject) or related area relevant to the services to be delivered.

Experience to have worked for international organisations in a relevant setting to the ICC.

Knowledge, Skills and Abilities:

  • Excellent understanding of the specific subjects of the assignment and proven records of providing the requisite services;
  • Excellent interpersonal skills and the ability to combine high level management with good teamwork.
  • Ability to act independently and exercise sound judgment.

  • Excellent project management and negotiation skills with a demonstrable ability to provide exceptional client service in a multicultural context.

  • Technologically savvy and capable of making use of technology for training material development/deployment.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
