The Council of Europe is an advisory organization that promotes the co-operation between all countries of Europe in the areas of legal standards, human rights, democratic development, the rule of law, and cultural co-operation. The council consists of the European Court of Human Rights, which enforces the European Convention on Human Rights, and the European Pharmacopoeia Commission, which sets the quality standards for pharmaceutical products in Europe. It includes 47 member states, 28 of which are members of the European Union. All Council of Europe member states have signed up to the European Convention on Human Rights, a treaty designed to protect human rights, democracy and the rule of law. The Council of Europe was founded in 1949.
