Job description

TU Delft’s Collection and Licensing Specialist plays a crucial role in the development of our collections. You research collection profiles for the various faculties and advise the collection manager on the ‘read’ component in the Read & Publish deals. You contribute to the policy for the purchase and evaluation of subscriptions to digital, academic sources such as e-books, databases and journals. You use data regarding the usage and costs and provide input for the collection budget and the maintenance and development of the correct dashboards to share the data with stakeholders both within and beyond the Library.

We are looking for a proactive Collection and Licensing Specialist who takes the initiative, has strong analytical skills, enjoys research, and is comfortable with negotiating and discussing the use of academic sources and the costs thereof with our suppliers and publishers. The ultimate goal is to work with the Collection Manager in making the best possible decisions for the TU Delft Library.

In this position, you will be part of the (virtual) collection team and work closely with the Collection Manager and colleagues from the Metadata & Collection Services team. You will be a sparring partner for the Education Services department regarding the development of and purchasing for the educational collection and will also work with stakeholders from the faculties and support services. You will be active in the Dutch network of university libraries, maintain international library-related contacts and build a relationship with the various publishers.

You will be part of the Scholarly Communications & Publishing team within the TU Delft Library This team is responsible for the collection’s development and policy, supports researchers and faculties with collecting and querying various data sources, provides expertise for analysis and visualisation tools, offers publication advice to academics and runs TU Delft’s publisher, TU Delft Open Publishing.

Main tasks and responsibilities:

  • Collection development
    • You maintain a dynamic, responsive collection that aligns with the needs of the faculties and broader academic trends, with a focus on interdisciplinary research.
    • You negotiate and conclude licences with publishers or via intermediaries such as EBSCO and SURF.
    • You are responsible for managing all digital subscriptions without a publication component (purchasing, renewals, contract management, invoicing) and work closely with the Collection Manager in all negotiations.
    • You translate data from various systems and convert it into clear, usable policy that serves as the basis for your advice and decision-making.
    • You proactively share and present your knowledge and findings with your colleagues inside and outside the TU Delft Library.
  • Expertise/Advice/Trendwatching
    • You monitor the main internal and external trends in collection management, collection development and administration.
    • You can critically assess the value of licence agreements, taking into account the needs of a diverse group of stakeholders.
    • You maintain good contact with your fellow collection specialists at other university libraries.
    • You are the discussion partner for stakeholders from faculties and support services, such as library committees or project groups.
  • Process improvement
    • You work with the Metadata & Collection Services team to improve processes and establish policies relating to acquisition, administration and licensing conditions. As part of this, you will use the Acquisition and Licensing Module in WorldShare Management Services (WMS), our library management system (LMS).

Job requirements

  • A minimum of a higher professional education (HBO) diploma, preferably with knowledge of trends within scholarly communications.
  • You are comfortable working with diverse platforms and systems and can quickly master them.
  • You have strong analytical, communication and independent decision-making skills.
  • You have experience in negotiating, advising and policy development.
  • You are comfortable working with numbers and Excel.
  • You easily develop contacts and build internal and external networks.
  • You are solution-oriented, decisive and proactive.
  • Fluent in Dutch and English, both written and spoken

Conditions of employment

  • Duration of contract is 1 jaar. Temporary with prospect of permanent
  • A job of 32-40 hours per week.
  • A salary based on Schaal 10 of the CAO for Dutch Universities with a salary between €3378 - €5331 gross per month based on a fulltime contract (38 hours), plus 8% holiday allowance and an end-of-year bonus of 8.3%.
