Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration, and other causes and to assist them in doing so. Background of the Consultancy

ICMP is seeking to engage an Organizational Development and Design Specialist to assist the International Commission on Missing Persons (ICMP) in determining the role and responsibilities of the new post of Deputy Director-General, and to advise on a recruitment strategy.

Duties and Responsibilities

Under the overall guidance and supervision of the ICMP Board of Commissioners and the Director-General, the Consultant’s main duties will be the following:

  • Review the current ICMP organizational structure including management structure and key workflows (undertake desk review of key documents and data, and compile and analyze the results);
  • Conduct interviews with relevant staff members and board members; compile and analyze the results;
  • Benchmark the results of the review with comparable international organizations and other relevant public sector institutions;
  • Design TORs for the Deputy Director-General; and
  • Draft recommendations for a recruitment strategy for the post including a TOR for an executive search.
  • Selected consultant could be responsible for the executive search process through a separate procurement process under a separate TOR.

The ICMP Head of Human Resources will serve as a point of contact for logistics related to implementing the project.

Requirements

  • Advanced university degree (Master's degree or equivalent) in management, business administration, public administration, human resources, law or related area.
  • At least 10 years of experience in analyzing organizational issues, including administration, program management, human resources;
  • Experience in working with international organizations;
  • Professional fluency in written English;
  • Networks regarding recruitment of candidates;
  • Concepts, ideas, and methodologies offered by the Consultant;
  • Timing with regard to the overall project design and delivery of individual outputs set out in the TOR;
  • Staffing capacity (number of persons working on the project);
  • All offers up to USD 600 per day.

This is a part-time consultancy for a duration of six (6) working days. Payment will be made within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer.

Expected start date: as soon as possible. The end date of the contract will depend on the start date of the consultant.
