Organisational Context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.

The Information, Knowledge and Evidence Management Section (IKEMS), headed by an Information Management Coordinator, combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS maintains a coordinated, flexible and operationally responsive technical support capacity in order to support the full spectrum of OTP technical needs.

The Senior Technical Assistant is part of the OTP’s Technical Support Unit (TSU) within the Information, Knowledge and Evidence Management Section (IKEMS), and reports to the Head of the Evidence and Disclosure Management Unit (EDMU).

Duties and Responsibilities

Under the overall guidance of the Prosecutor and reporting directly to the Head of EDMU, the incumbent will be responsible for the following tasks:

  • Acts as internal and external focal point for all matters relating to OTP audio visual needs, technical equipment and evidence collection materials including the annual planning, forecasting and procurement of evidence collection-related equipment and material (cameras, evidence bags, as well as consumable items such as batteries, digital evidence containers, etc.) and assists in the planning and coordination of the annual evidence, A/V and technical portion of the IKEMS procurement plan;
  • Creates, reviews and/or updates policies, procedures or scopes of work relating to the procurement, use and/or deployment of A/V and/or technical equipment including the OTP witness interview rooms, tech collaboration space, operations room and OTP equipment centre;
  • Oversees and actively participates in quality controlling the delivery, receipt, registration, deployment and use of A/V equipment, both independently and in collaboration with the IKEMS Cyber Unit, so as to ensure information security and evidence collection-related practices with A/V tools are standardized, effective, and efficient;
  • Administers and proposes improvements to the OTP Equipment Management System (EMS) and acts as the focal point and quality control manager with respect to the receipt, management/maintenance and issuance of technical equipment for HQ and field missions, and ensures the availability and integrity of the OTP witness interview rooms and all A/V and technical equipment within the OTP Equipment Centre.
  • Receives and registers Audio Visual equipment, and equipment components as evidence, according to standards and regulations; physically and electronically supports the processing of evidence and its contents along the evidence continuum (receipt, digitization, ingestion, storage, and retrieval);
  • Actively coordinates and quality controls the issuance and return of technical equipment, registration and processing of audio visual information, including equipment, digital evidence and associated metadata;
  • Performs other duties as required.

Essential Qualifications

Education:

Diploma of secondary education;

Post-secondary training and/or certificate in a technical field (audio/visual, computer studies, records and archives, logistics and supply chain, or information or office management) is desirable.

Experience:

  • A minimum 8 years of professional experience in an information or evidence management role providing technical and audio visual support to legal, investigative or analytical teams, at both HQ and in the field, is required;
  • A minimum of 3 years of experience in managing technical and/or Audio Visual equipment and/or specialised technical equipment and/or rooms, is required;
  • Experience in public or private equipment and/or records management or archive roles is desirable;
  • Superior technical skills (Office365, MacOS, Adobe, Audio/Video equipment handling (video/still cameras) and PC/laptop imaging/configuration are required.

Knowledge, skills and abilities:

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
