Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of Management Services (DMS), the Budget Section ensures that the Registry puts in place adequate services, for the benefit of all Organs and activities of the Court. The Budget Section provides effective, timely, accurate budgeting and control services to the Court as well as budget and forecast information and reports to management, Committee for Budget and Finance (CBF) and the Assembly of State Parties (ASP). The Section works in close cooperation with the Finance Section and the Human Resources Section for all services related to financial administration, disbursement, treasury and accounts and payroll.

Duties and Responsibilities:

Within this framework, and under the direct supervision of the Associate Budget Planning and Monitoring Officer, the incumbent will perform the following duties:

  • Assist with the accurate and timely creation of budget input templates, reviewing and refining them as required in accordance with recommendations from the CBF/ASP, judiciary and prosecutorial decisions, budgetary policies and procedures and the Financial Regulations and Rules (FRR);
  • Review, analyse and assist in preparation and finalization of cost estimates and budget proposals (staff and non-staff requirements), including programmatic aspects;
  • Provide support to the Section’s Officers: research and compile data and other information required in the review and analysis of budget submissions; budget monitoring and forecasting; and consolidate data with respect to generation of performance reports for internal and external stakeholders;
  • Provide advice and assistance to budget stakeholders in the preparation of their budget submissions; budget implementation; as well as in budgetary processes and procedures.

Essential Qualifications

Education:

Diploma of secondary education.

Experience:

  • A minimum of six years of progressively responsible experience in budgeting, finance, audit, accounting, administration or a related area.
  • Experience in MS office packages (Excel, Visio and Word, knowledge in Access) is required.
  • Experience in ERP systems, e. g. SAP is required.
  • Professional experience in an international organization is desirable.

Knowledge, skills, and abilities:

  • Knowledge of Financial Rules and Regulation, as well as budgetary/accounting procedures. Apply financial rules, regulations and established guidelines and procedures.
  • Ability to extract, interpret, analyse and format data across the full range of budget functions, including programme development.
  • Ability to explain budget controls and budget related information.
  • Ability to identify and resolve data discrepancies and operational problems.
  • Ability to be conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Ability to multitask and identify priority activities and assignment to achieve goals.

Knowledge of languages:

Proficiency in one the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset. Knowledge of Dutch is considered to be an asset.
