- Background Information
The International Criminal Court (ICC) is the permanent international court based in The Hague, The Netherlands, established by the Rome Statute in 1998 to investigate and prosecute individuals accused of the crime of genocide, crimes against humanity, war crimes and the crime of aggression. The Court is guided by the Core Values of integrity, inclusion, accountability and fairness.
In 2019, on the heels of previous discussions, and following the 2018 Staff Engagement Survey, the President, the Prosecutor and the Registrar implemented their previous agreement to establish a Gender Equality Focal Point at the Court to respond to and address gender issues in the organization. These issues were also flagged by the Independent Experts Review Report in 2020. With the aim of addressing these issues systematically, the Court published the first Strategy on Gender Equality and Workplace Culture in 2022, valid from the years 2023 to 2025. The actions outlined in the Strategy are to be concluded at the end of 2025. During this year, the Court will draft the second strategy in consultation with stakeholders.
- Purpose
The primary objectives of this consultancy are:
- Facilitate the development and drafting of the second Gender Equality and Workplace Culture Strategy, facilitating consultations within the three Organs and all Sections of the Court, as well as relevant stakeholders;
- Facilitate the reporting of the current strategy, facilitating consultations within the three Organs and all Sections of the Court, as well as relevant stakeholders;
- Document inputs from stakeholders within the Court
- Scope of Work
The Consultant will undertake the following tasks to achieve the set objectives:
- Producing a comprehensive report on the implementation of the 2023-2025 Gender Equality and Workplace Culture Strategy, informed by a review of knowledge products, policies, and Administrative Instructions (AIs) produced during this period.
- Supporting the development of the second Gender Equality and Workplace Culture Strategy through benchmarking similar existing documents and frameworks.
- Drafting the new Strategy, formulating pillars, actions, objectives, concrete examples, and deliverables, while identifying accountable actors.
- Assisting in the revision process by incorporating feedback from stakeholders into subsequent drafts of the Strategy.
- Organizing and facilitating consultations with both internal and external stakeholders to gather inputs and ensure broad engagement.
- Expected Deliverables
The following are the expected assignment deliverables:
- A report on the implementation of the 2023-2025 Gender Equality and Workplace Culture Strategy.
- A fully developed second draft edition of the Gender Equality and Workplace Culture Strategy.
- Duration
Until completion of deliverables, envisaged to happen not later than July 2025.
- Reporting
The consultant shall report to the Focal Point, and work in close collaboration with several relevant internal stakeholders.
- Required Qualifications and Expertise:
- A Bachelor’s degree or equivalent in Gender Studies, Social Work, International Development, or a related field is required.
- Proven experience in gender mainstreaming at the international level, preferably within international, multilateral organisations or development agencies.
- Demonstrated expertise in producing high-quality reports, such as strategies, strategic notes, position papers, and policy documents.
- Excellent analytical skills, with a strong results-driven mindset and the ability to work independently.
- Experience engaging with multiple stakeholders to collaboratively coordinate projects and initiatives.
- Budget and Payment Terms: For Fees based services, the total price shall be in a fixed lump-sum amount, and milestone payments corresponding to outputs shall be indicated in the proposal. Payments under the contract will be output-based and will be made upon satisfactory completion of each milestone and finally upon the satisfactory completion of the assignment. The ICC general terms and conditions for consultants or procurement of services will be applied, based on the selected contract modality. Should the consultant be required to travel to the Netherlands, pre-approved travel costs and daily subsistence allowances will be based according to the rates established at the ICC.

Interested consultants or Individual Service Providers are invited to submit their proposals, including a detailed methodology, work plan, timeline, budget, and CV(s) of the consultant(s), by 3 January 2025.
