Contract Duration: | For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period). |
A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).
Organisational Context
Under the direct supervision of the Director of the Division of External Operations (DEO), the Judicial Cooperation Support Section (JCSS) is responsible for providing a coordinated, strategic approach to judicial cooperation within the Registry and Court’s stakeholders as a whole, both internally and externally, allowing the Registry to exercise a more prominent and strategic role in this regard.
The Section is responsible for developing strategies and implementing external relations actions to further judicial cooperation objectives (including, inter alia, the conclusion of (voluntary) cooperation agreements related to the court proceedings, external engagements and participation at conferences and meetings on cooperation matters).
The JCSS consists of two units, the Judicial Cooperation Unit (JCU) and the Suspects-at-Large Unit (SLU). The Judicial Cooperation Unit (JCU), under the direction of the Head of Unit and the oversight of the Chief of JCSS, is responsible for cooperation matters pertaining to the implementation of Judicial Orders (including, inter alia, tracing and freezing of assets, (interim) release, witness appearance and evidence collection, observations from States) and to the provision of support to Defence, Legal Representatives of Victims and Registry sections for the discharge of activities in the context of their respective mandate.
The Suspects-at-Large Unit (SLU), under the direction of the Head of Unit and the oversight of the Chief of JCSS, is responsible for developing strategies to optimize the arrest of suspects at large, collecting information on their whereabouts and other relevant information that could lead to their arrest, developing networks of partners to reinforce operational and /or diplomatic support, coordinating actions with the Office of the Prosecutor and advising the Chamber on possible courses of actions in this area as appropriate.
Duties and Responsibilities
Within this framework, and under the direct supervision of the Chief of the Judicial Cooperation Section, the incumbent will perform the following functions:
Support the Section with matters relating to judicial cooperation:
• Assist the Section by keeping an overview of all judicial deadlines.
• Draft simple and non-complex correspondence (e.g. notes verbales and letters transmitting judicial filings to States and international organisations for their attention; thank you letters).
• Assist the Section in preparing the administrative parts of filings (e.g. cover page, notification page, procedural history) to bring to the attention of a chamber.
Assist in the organisation of cooperation events:
• Organise and prepare for meetings and conferences attended by the Section by compiling relevant information.
• Assist with the logistics and administration relating to the organisation of roundtables, seminars, workshops related to cooperation which are not funded/ organised by the EC Grant (e.g. prepare invitations, format the agenda, set up the digital platform if required, request for interpretation, print and compile all the required documentation).
Support the Section with administrative matters:
• Assist in the management and updating of the various databases used by the Section and liaise with Information Management Services Section, when necessary.
• Gather, record and save in the databases and relevant drives the documents produced by the Section;
• Assist in organising the missions of the members of the Section.
• Assist in gathering, collecting and compiling information from the Section for the preparation of the various reporting obligations (e.g. KPIs, reports to the ASP or the UN and other administrative reports) to be provided to the Chief of Section for approval.
• Assist with the daily management of the Section (e.g. take note of section meetings and any other meetings as requested by the Chief of Section, assist in budget related matters, attendance of the members of the section and duty rosters).
• Provide support to new interns (e.g. open tickets for access).
• Maintain the list of contacts of the Section.
• Perform any other related administrative duties as required.
Essential Qualifications
Education:
Diploma of secondary education.
Experience:
Minimum of 6 years of progressively responsible relevant experience in a relevant field, is required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
Knowledge of database administration, is required.
Demonstrated experience in the preparation of budget performance tables and monitoring of budget status and expenditures, is required.
Demonstrated experience in taking care of an office’s administrative related matters and keeping track of deadlines, is required.

Knowledge of languages:
Fluency in either of the working languages, English or French, is required. Working knowledge of the other language is desirable. Knowledge of another official language of the Court would be considered an asset (Arabic, Chinese, Russian, Spanish).

General Information
