Organisational Context

The Associate Technical Officer supports the Technical Support Unit (TSU), within the Information, Knowledge and Evidence Management Section (IKEMS) and reports to the Technical Officer (Head of TSU).

The IKEMS TSU is the OTP's centralized technical equipment management and A/V support centre. It ensures the availability and provision of technical support and equipment to the whole of the OTP, including temporary and/or permanent mission and field support through the acquisition, storage, distribution and maintenance of specialised equipment and supplies, as well as the provision of A/V services.

Duties and Responsibilities

Under the direct supervision of the Head of the Business Solutions Development Unit and the overall management of the Information Management Coordinator, the incumbent will perform the following tasks:

  • Supports the Technical Support Unit and its operations, deputising for the head of unit as required. Provides technical expertise and direct technical support to all OTP business areas, whether at headquarters or in the field, and contributes to a continuous (24/7) support capacity within TSU.
  • Helps identify OTP end user technical and/or audio-visual support needs, prepares equipment, and provides specialised training across a broad range of technical specialities at headquarters or in the field.
  • Continuously seeks and identifies areas for improvement and proposes workable solutions to address these.
  • Drafts project and/or mission plans, presentations, scopes of work, inspection reports, inventory summaries/reports, standard operating procedures, or other deliverables necessary to support or improve TSU operations in both headquarters and/or austere field environments and trains other TSU staff on the relevance and/or implementation of these.
  • Supports procurement planning and the subsequent identification, selection and testing, purchase, receipt, registration, stock level, provision/distribution, return and/or replacement of all OTP A/V, technical and/or specialised equipment, in both headquarters and field offices, ensuring an effective application of logistics and equipment lifecycle management principles.
  • Oversees the support and maintenance, including installation, replacement of equipment and vendor management, for all OTP specialised interview and/or technical rooms. Ensures that pre-packaged mobile versions of technical/interview rooms and related equipment are mission-ready at all times.
  • Leads TSU field missions and works independently to establish temporary field stations and evidence digitization teams, as well as support OTP core business areas with mobile videography, witness interviews, equipment transportation/repatriation, field procurement, write-offs, office IT set-up, connectivity and inventory management.
  • Coordinates and oversees all A/V support provided by TSU, both at headquarters and in the field, including audio recordings, videography, video editing, voice-overs, and specialised support to OTP’s Public Information team, while keeping abreast of industry developments and global technology innovations which may impact TSU and its operations.
  • Performs other duties as required.

Essential Qualifications

Education:

An advanced university degree in a relevant discipline (supply chain management, logistics, procurement, business or public administration, management, economics, computer science, engineering, mathematics, social science, or related subject) from a recognized university is required.

Additional certifications in logistics and/or asset management, public procurement (UNDP CIPS), business analysis, or professional certifications in relevant areas (such as Certified Asset Management Professional) are desirable.

Experience:

A minimum of 2 years of relevant professional experience (4 years with a first level university degree) in the provision of specialised technical equipment support and/or audio-visual support, supply and logistics, or procurement, and/or other directly related technical fields, in a complex operating environment, in both headquarters and field scenarios, preferably in a law enforcement, military, and/or international organization context, is required.

A minimum of 2 years of experience in working with evidence, confidential or classified information, sensitive equipment, and/or stringent information security measures, is required

Demonstrated experience in the collection and/or digitization of information and/or evidence, including collection of A/V evidentiary material, is required.

A minimum of 2 years of supervisory experience in leading a team of two or more technical specialists as direct reports, is required. Demonstrated field mission experience is desired.

Knowledge, skills and abilities:

Demonstrated knowledge of A/V and telecommunications support and management to headquarters and field-based teams (eg. GSM, satellite, MiFi/WiFi) is required.

Demonstrated knowledge of Office 365 and Equipment or Asset Management systems and tools, is required.

Demonstrated knowledge of and experience with SAP is required.

Knowledge of languages:

Proficiency in one of the working language of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
