Overview & Responsibilities

The International Development Law Organization (IDLO) is assisting the Philippine Judicial Academy (PHILJA) in transitioning its current training and educational databases to comprehensive Learning Management System (LMS). This endeavor seeks to offer insights and recommendations to assist PHILJA when planning for this migration to ensure that none of the previous data is lost and that the process is done efficiently and in a timely manner. The recommendations should also ensure that the new system maintains all of the necessary features and tools of the previous databases and has new features necessary for PHILJA to meet its administration, monitoring, and assessment goals.

Deliverables

The following a review and analysis of the current systems and interviews with stakeholders, the consultant will need to deliver an options paper with the following:

  1. A comprehensive analysis of the current database systems, identifying strengths, weaknesses, and areas for improvement.
  2. A detailed requirement specification document capturing PHILJA's needs and expectations from the LMS.
  3. A set of options presenting a comparative analysis of suitable solutions, highlighting their alignment with PHILJA's requirements and available resources.
  4. A final recommendation, including a proposed migration plan, timeline, budget, and risk assessment.

Job Requirements

Educational and Professional Experience

  • A bachelor’s or higher degree in Education, Information Technology, Computer Science, or a related field.
  • At least 5 years of professional experience in database management.
  • With a strong background in LMS platforms or similar educational technologies.
  • Previous experience in managing large-scale database migration projects, preferably within the education sector.

Language

  • Outstanding written and verbal skills in English.

Specific Knowledge, Skills, and Competencies

  • Expertise in database architectures and data migration strategies.
  • Expertise in database management systems such as MySQL, PostgreSQL, MongoDB, or Microsoft SQL Server.
  • Familiarity with the latest LMS technologies and their applicability in the judicial educational setting.
  • Expertise in database security best practices, including access control, encryption, and data masking.
  • Excellent communication and interpersonal skills, ability to work constructively with stakeholders from government institutions.
  • Ability to develop and foster remote working relationships.
  • Ability to work independently, manage time effectively, and meet project deadlines.

Terms & Conditions

The engagement will be a deliverables-based contract. It is expected to be a part-time engagement, with deliverables requiring an estimated ten working days, with a minimum of two days onsite and a minimum of two online meetings with PHILJA. The contract value will be between PHP 140,000 to 250,000 based on experience level and other factors.
