ROLE DESCRIPTION:

IRIS2 is the new European Union secure satellite constellation. This project is the European Union's answer to the pressing challenges of tomorrow to provide secure connectivity services and enhanced communication capacities to the EU and its Member States as well as to governmental users, private companies and European citizens while ensuring high-speed internet broadband to cope with connectivity dead zones.

As a Senior Project Manager, you will support the successful acquisition and implementation of European Union satellite communication programs by contributing to programmatic and organizational aspects during competitive tender preparation, negotiation, and execution phases. You will be involved in the preparation and support of negotiation stages with customers and vendors.

During contract realization, your support activities will transition into a leading role in managing projects or combinations of small and medium projects, which involve design, development, integration, validation, and handover sub-phases. You will work closely with various functions/departments to manage and report on project performance criteria as well as along contractual obligations towards customers. Given the institutional character of programs, the position will be dedicated on a pluri-annual basis to acquisition support first and the successful realization next of a limited number of programs.

You will be responsible for (this is not an exhaustive list):

  • Manage the project which includes:
    • Coordination of all internal and external resources
    • Preparation and negotiation of contract amendments
    • Leading and managing project teams: plan, organise and assigns tasks and duties within the project team and along the requirements (Engineering, QA/PA, CADM, Legal…)
  • Support the attraction of contracts by supporting the various ‘request for proposal’ phases like proposal preparation, proposal handover, negotiations, contract set-up
  • Contribute or manage the set-up of costing/pricing templates in the frame of proposal set-up and in view of contract realizations
  • Based on pre-sales works and customer contract award, set up cost budgets, handle procurements, manage developments and installations, document systems and prepare the handover to internal/external Customers
  • Build up relationships with customers along contractual requirements through the various project realization phases
  • Report to Line Management and coordinate with other functions (Engineering, Operations, Project Control, Commercial, Legal, Finance) for the transparent and effective realization of assigned projects
  • Enforce within the team the usage of professional project management tools as appropriated to plan, report and document project progress and budget evolution
  • Coordinate the setup and manage budgets, procurements, integrations, installations and handovers
  • Support the yearly preparation of company operational expense (OPEX) budgets
  • Promote SES products and services in the satellite industry and related markets, contribute to scientific papers
  • Contribute or manage the set-up of cost/pricing templates in the frame of proposal preparation works
  • Assess and suggest improvement of processes and tools used for the project/program management.

YOUR PROFILE

  1. Must have
  • Have a University Degree (Master’s or higher) Engineering, Telecommunications, Space Studies, Physics, Computer Science, or Project Management or equivalent

  • 10 years of applicable working experiences related to end-to-end programme or project management, along waterfall PM principles and/or AGILE methodologies ideally in the European institutional domain and involving multiple external parties (suppliers, contractors, subcontractors)
  • Eligibility for ESA/EU SECRET personnel security clearances is essential. Candidates must be prepared to undergo a security clearance procedure, as this position may require holding such clearance
  • Willing to work at least 66% onsite from office
  • Willingness to travel domestically
  • More than five years of operational experience in a similar role, preferably in an international organization

2. Nice to Have

  • Experience of having worked with institutional, defense and international organizations would be considered as an asset. More specifically experience with European Union and/or ESA programmes in similar domain.
  • Fluency in English; any other language is considered an asset
